.eu domain to boost e-commerce

Companies and public bodies rushed to register .eu addresses to capitalize on the European top-level domain (TLD). But the benefit might take couple of years to roll in.
02. 01. 2006 - On Dec. 7 at 11 a.m. the European Registry of Internet Domain Names (EURid), the nonprofit organization appointed as the registrys operator, opened its systems to receive applications for .eu domain names. Some 800 registrars from 25 countries began sending in the applications of candidate domain-name holders across the European Union, at a top speed of 60 requests per second. In the first 15 minutes EURid received over 40,000 applications, and by the end of the first hour 80,000 requests had been filed.
As of Dec. 20, the office had received 137,559 applications for 103,140 domain names. The vast majority of applicants were national trademarks (97,329) and community or international trademarks (27,841). Although the .eu TLD is a latecomer on the domain market, EURid estimates that a potential 1 million domain names registered is realistic.
The .eu project was six years in the pipeline and intends to become a distinctive pan-European identification for Web sites and e-mail addresses, comparable to .com or .org. It was first mentioned at the end of 1999 by Erkki Liikanen, then-European commissioner for cnterprise and the information society.
The European Commission selected EURid to operate the domain-name registry in May 2003. In March 2005 EURid appointed PricewaterhouseCoopers as .eu validation agent for the initial sunrise period, as callled by EURid. Two months later the Prague-based Czech Arbitration Court, attached to the Economic Chamber of the Czech Republic and Agricultural Chamber of the Czech Republic, was appointed to settle potential .eu domain name disputes (see Is an .eu domain name right for you? CBW, Nov. 713, 2005).
E-commerce made easier
When the European Commission announced last April that .eu domains would be launched by the end of 2005, it said that the domain would give businesses higher visibility within the single market, and it would level the playing field for electronic commerce.
Many welcomed the process toward a pan-European domain as another border being torn down between European countries. I believe that the creation of the .eu top-level domain will give European citizens and businesses the possibility of acquiring a European identity on the Internet, Liikanen said back in May 2003.
In addition, the new domain can help companies get around sensitive political issues connected to the letters behind the dot. From now on, for example, Northern Ireland companies dont have to choose between a British .co.uk and an Irish .ie ending.
But not everyone is convinced that the new Internet address will catch on, at least not immediately. Some say that .eu wont really take off since the European identity, whether at the individual or national level, is not strong enough to change the customers habits of typing national suffix.
When in the past a [Czech] company registered a .com address, the customers didnt accept it and the company had to register the Czech suffix, said Nikola Rafaj, executive director of the Association for Electronic Commerce (APEK). While he thinks it will take customers a couple of years to get used to the new domain, he is confident that they will accept it in the end.
Its ridiculous debate, said Ondrej Felix, president of the Association for an Information Society (SPIS), who is convinced that the success of .eu domain depends on the quality of companies marketing skills.
Its just an exercise in marketing customers wont mind, as long as the merchant forces it on them, Felix said. Big firms, such as Internet retailer Amazon.com, will very soon only use .eu instead of .uk or .de, according to him.
The new domain will also make it easier for Czech companies to expand across the border, according to Rafaj. Some shops already have expanded to Germany or Poland and they have problems with domain names that have been already taken in those countries, Rafaj said.
Cyber-squatting prevention
While prices for national domains are falling, itll still be cheaper to register just one domain rather than registering several national domains in individual countries. The fixed costs remain the same but the more registered domains the cheaper the domains are, Rafaj said, adding that .eu domain prices will drop in the future.
EURid has proposed a registration fee of € 10 (Kc 290) during the first year of operations. This is the price that will be charged by EURid to the .eu registrars and doesnt take into account additional services provided by the locally acredited registrars. EURid has said it intends to lower the registration fee to € 5 in the second year of operations.
In addition, the pan-European domain should diminish the risk of having to buy the same domain name in several countries either from competitors or profiteers. I am sure that there will be some speculation with [the European domain] but I dont expect it to be excessive, Rafaj said.
EURid tried to prevent cyber-squatting, the speculative registration of trademarks and brands belonging to other people for profit, by allowing only holders of prior rights to participate in the initial registration process. In the first two months, the first phase of the sunrise period, EURid is allowing only public bodies and holders of registered names and trademarks to register domain names.
In the second phase of the sunrise period, starting Feb. 7, applicants will be able to register trade and company names, unregistered trademarks and family names. During the first and second phases of the sunrise period applicants will be asked to back up their claims with documentary evidence that will be checked by validation agent PricewaterhouseCoopers.
The third and last period of .eu domain registration, the land rush, will start on April 7, and everyone who couldnt prove their claim to a domain name will be eligible to apply. During the land rush, addresses will be given out on a first-come first-served basis.
In case of any disputes in the Czech Republic, the Czech Arbitration Court will decide who the rightful holder of a domain name is, and all applicants are obliged to adhere to its decision.
